Indiana County Tax Rate Change
Effective 10/1/09, the St. Joseph County Income Tax will increase from .8% to 1.75% for residents living and working in St. Joseph county. For nonresident employees who work in St. Joseph county but live in Michigan or in an Indiana county without an income tax, the rates will go up from .35% to .74%. Employees working in St. Joseph county but living in Elkhart, Kosciusko, LaPorte, Marshall or Starke counties will not see any changes in their county taxes.
New Payment System Rules for Electronic Payments
The US Treasury has changed payment system rules for electronic payments. If you receive a payment at a US bank and forward the entire amount to a bank in a foreign country, you must advise Payment Services at 574-631-7575. Failure to do so may result in delay or rejection by the payment system.
New Reduced Federal Tax Withholding Tables
The Making Work Pay provision of the American Recovery and Reinvestment Act will provide a refundable tax credit of up to $400 for working individuals filing single and $800 for married taxpayers filing joint returns (this credit is available for US persons only; those who are classified as non resident aliens for tax purposes are not eligible for this credit). The tax credit is to be given in advance by employers through reduced federal tax withholdings. These changes will result in an increase in net pay for almost all University employees beginning with their April payrolls. There is no action required by employees to receive the benefit of the reduced tax withholdings.
However, an individual filer with two employers or a joint filer whose spouse works may inadvertently benefit from these reduced payroll withholdings in amounts greater than the intended value of the tax credit. Employees who fall into one of these “two-income” categories should review their Form W-4 allowances and carefully consider adjusting their withholdings to avoid an unintended underpayment situation when filing their 2009 federal tax returns. On-line Form W-2 Available via insideND
Online versions of 2008 Form W2s that were mailed to employees in January are now available via InsideND, similar to employee pay stubs. Simply go to the My Resources tab, Employment Details channel, and click on the W2 link to view your form. Use the print button on your browser to print your W2 in a format that can be used for filing paper versions of federal and state tax returns.
While this functionality was anticipated in January 2010 for 2009 W2s, the programming was available earlier than anticipated. The availability of the 2008 W2s online may be helpful to those employees who are completing their tax returns the last few weeks of the current tax filing season.
In order to access your W2 from an off campus location, you will first need to establish a VPN (virtual private network) connection. Detailed instructions for connecting to the VPN are available at secure.nd.edu/stay-secure/vpn.shtml. If you need assistance connecting to InsideND or the VPN, please contact the OIT Help Desk at 631-8111 or oithelp@nd.edu.
Please note that even though the online functionality is now available for future W2s, the University will continue to mail paper W2 forms to employees as well.

Form W-2
All 2008 W-2 forms were mailed on January 29, 2009. If you are a nonresident alien who benefits from a tax treaty between the U.S. and your home country you may also receive Form 1042-S. You will need the W-2 and/or 1042-S, if applicable, in order to prepare your U.S. tax returns for 2008. The 1042-S forms were mailed on Friday, February 13, 2009.

Form W-2s were mailed to your home address on record as of January 20, 2009. If you need to update your address:
- Faculty/Staff: Obtain a form from Human Resources at http://hr.nd.edu/forms.
- Students: Obtain a form from the Registrar at http://registrar.nd.edu/addresschanges.shtml
Please note that all address change requests must be in writing. To verify your address is accurate, go to the My Resources Tab on insideND. If you changed your address after January 20, 2009, kindly notify Payroll at payroll@nd.edu. Your 2008 Form W-2 may have been returned to Payroll Services as undeliverable.
